FSRA launched Stakeholder Advisory Committees (SAC) in 2019. They serve as consultation groups to FSRA’s Board and are an important part of FSRA's stakeholder engagement process. They provide feedback and guidance on FSRA's priorities, and budget, and other matters as the Board deems appropriate.

Technical advisory groups and committees provide advice, input and feedback to FSRA management on matters related to the Rules of Practice and Procedure, Filing Requirements, Guidelines, operational policies and other matters.

FSRA’s Consumer Advisory Panel provides a consumer perspective to help inform FSRA’s work. Working closely with our Consumer Office and executive team, the Panel advises FSRA on proposed policy changes and related activities, including consumer-based research, policy support and consumer outreach. It helps to ensure that the perspectives of consumers (including pension beneficiaries, credit union members and the general public) inform our direction and decisions, a key priority for FSRA.

Overview
FSRA is committed to an open, transparent and collaborative approach that involves stakeholders and ensures broad input and perspectives to inform its direction.
Seven IAGs were established in July 2018 to provide regulated sector industry insight and views to the FSRA management and Board of Directors. Use the following link to view the membership of the Sector Industry Advisory Groups.
To date, the IAGs have been engaged on two key FSRA initiatives: FSRA’s proposed new fee rule and 2019-20 priorities and budget. Use the following links to view the initial (July 2018) IAG invitation and Terms of Reference.
The Rate Regulation Advisory Group (RRAG) was an advisory group created to assist in the establishment of principles that would guide FSRA’s rate regulation activities but also was instrumental in the formation of a new Standard Filing process. With the release of this guidance in October 2019, the RRAG completed its mandate.
Technical Advisory Committee for Auto Insurance Products
The Technical Advisory Committee for Auto Insurance Products was established as a special purpose committee to help identify problems with auto insurance products and propose potential solutions for the benefit of consumers. The committee fulfilled its mandate in March of 2024 by providing FSRA with recommendations to improve auto insurance products.
Technical Advisory Committee for Auto Rates and Underwriting Regulation Reform
The Technical Advisory Committee for Auto Rates and Underwriting Regulation Reform was a special purpose committee that provided expert advice to advance FSRA’s strategy to reform the regulation of auto insurance rates and underwriting in Ontario (Reform Strategy). The committee fulfilled its mandate on December 31, 2025.
